SCCA Operations Manual Receives Update

The Sports Car Club of America’s By-laws (Article VI, Section 5) requires that the SCCA Operations Manual be published at least triennially and be distributed to all field staff, office staff, Directors, and Regions. With this in mind, the Governance Committee of the SCCA Board of Directors (BoD) conducted a review of the document and presented their recommendation for updates to the BoD in December 2022. The recommendation was voted on and approved by the BoD, and an updated version of the SCCA Operations Manual was uploaded to the Membership Account Portal in early February.

The SCCA Operations Manual can be located by logging in to my.scca.com, selecting the “File Cabinet” link under the “Member Resources” menu, then clicking “General Information.”

In addition to changes needed for minor clarifications and readability, the following summary of updates were approved by the Board of Directors:

  • Establishment of an order of precedence for documents that govern the operations of the SCCA (Section I. A).
  • Updated details concerning the publication of the Annual Financial Statement (Section II, A, 2, 2.2).
  • Clarified Reimbursement of Club Expenses (Section II, A, 2, 2.5, 2.5.1)
  • Wording added to arbitration of disagreements (Section II, A, 4, 4.3), Ban from Participation (Section II, 5), and SCCA Trademarks (Section II, A, 6),
  • Updated details of the Social Media and Logo Usage (Section II,A, 8).
  • Updated terms associated with Regular and Associated Membership, including Trial Membership (Section II, B).
  • Clarified that all SCCA members, including those on the National Staff, may serve as members of committees or boards with BoD approval. (Section II, B, 2, 2.5).
  • Updated wording governing use of SCCA Mailing Lists (Section II, B, 4, 4.2) and E-Mail Addresses (Section II, B, 4, 4.5).
  • Multiple clarifications associated with Road Racing Administration (Section II, B, 5), including but not limited to Advisory Committee appointments (Section II, 5, 5.1, 5.1.1) and Competition Adjustments (Section II, B, 5, 5.1, 5.1.4).
  • Clarification of Host vs. Sanctioning Regions across all competition programs where events are conducted outside of Region boundaries. (Example Section II, B, 8, 8.4, 8.4.1).
  • Updated the RoadRally and RallyCross awards sections to align with updates to the RoadRally Rules and the creation of the RallyCross Dirty Cup award, first presented in 2010. (Section IV, C and D).
